To implement the vital directives from Chairman Xi and the Central Committee on constructing the “Nanfan Silicon Valley," and in response to the strategic national needs for
food and technology security, Hainan Province has collaborated with the Chinese Academy of Sciences, the Chinese Academy of Agricultural Sciences, various universities, and
relevant seed industry enterprises. Leveraging the advantages of Hainan's free trade port and its role as a global hub for the introduction and transit of plant and animal resources,
the province has orchestrated a national strategic scientific effort. This includes top-level policy design, breaking down departmental barriers under the national system, leading to the
establishment of Hainan Yazhou Bay Seed Laboratory in 2021. Through innovative institutional mechanisms, the laboratory explored new national models of scientific research in
agriculture. Upon the achievements in talents accumulation and institutional innovation, Yazhouwan National Laboratory was officially inaugurated on September 16, 2022, while
Hainan Yazhou Bay Seed Laboratory has accomplished its mission.
In December 2023, Hainan Yazhou Bay Seed Laboratory was renamed as Hainan Seed Industry Laboratory, with an optimized orientation. The
laboratory not only ensures the efficient operational integration of the national laboratory system but also orchestrates the collective strengths of
research institutes and enterprises. It spearheads core technological breakthroughs in areas such as aquaculture breeding and efficient planting of
tropical fruits and vegetables which are local characteristic industries. Additionally, it establishes a platform for technological innovation and the
commercialization of technological achievements. This approach enables the localization and physical operation of national scientific research
resources, forming a center for seed science and technology innovation that impacts both nationwide initiatives and countries in the "Belt and
Road“ area, supporting the innovative development of tropical high-efficiency agriculture in Hainan Province.
